Gould’s mistaken allegation over rogue landlords In noting that relatively few local authorities – Labour and Conservative – use new powers to issue a civil penalty notices against the landlord letting agent, Labour candidate Arthur Gould suggested: “Ask Paul Mercer or Margaret Smidowicz [Cabinet lead member for enforcement] what action they have taken over rogue landlords”. The clear implication is that they have done nothing. The reality is that Paul and Margaret have put a considerable amount of effort into ensuring that Charnwood Borough Council takes a tough approach towards irresponsible landlords and their tenants. Tenants who leave waste outside their houses have received fixed penalty notices. Charnwood has two anti-social behaviour (ASB) teams that are continually dealing with these types of problems. At Margaret’s instigation, Charnwood commissioned an investigation by Professor Darren Smith from Loughborough University into the number of HMOs and it he has recently reported. This report will help guide Charnwood’s thinking on dealing with the rented sector and has revealed over 100 hidden HMOs and landlords. Many of them will not be granted a licence when they apoply. Margaret was responsible for the setting up of a scrutiny panel that investigated rogue landlords. Paul and Ted have consistently fought against HMO applications in Southfields Ward. As Lead member for Housing, Paul has consistently promoted the DASH Accreditation Scheme which is used by many of the more responsible landlords in Loughborough. Charnwood is looking at the possibility of carrying out a further investigation into rogue landlords with a view to looking at ways of stricter enforcement. Under Paul’s direction, Charnwood is setting up new landlords and letting agents forums to encourage best practice. “It is easy for Arthur to criticise what we are doing from the comfort of his sofa”, commented Paul. “But the reality is that we are doing an awful lot to address this issue and have already had a considerable amount of success. Arthur is either being disingenuous or doesn’t really know what he’s talking about.” ,
